Libya's Benghazi-based parallel government resigns after demonstrations

Tripoli, Libya, September 14  (Infosplusgabon) - The Libya's parallel government appointed by the parliament in eastern Libya, which is not recognised by the international community, resigned on Sunday after three days of demonstrations in several cities in the region, including Benghazi, denouncing the deterioration of living conditions, services and corruption of political leaders.

 

The spokesperson of the House of Representatives, Abdallah Belaihak, announced that the caretaker government led by Abdallah Al-Theni "has submitted its resignation" to the Speaker of Parliament, Aguila Saleh.

 

He said that the resignation "will be presented to Parliament for consideration", according to a statement on its website.

 

The interim government presented its resignation at an emergency meeting, which was called by Saleh on Sunday to discuss the causes of the deterioration of services and living conditions of citizens, including power cuts.

 

The meeting, which was held in al-Koubba, brought together the Prime, the deputy Prime Minister of the interim government for services, the Governor of the Central Bank of Libya in the eastern town of Beidha, the heads of parliamentary committees, the ministers of Finance, Health and Economy, a member of the Management Committee and officials of the General Electricity Company.

 

Mr. Belaihak, added that the Speaker of Parliament had been briefed at the meeting with detailed explanation of the work of the government and relevant ministries and agencies on the causes of the deteriorating conditions of service and the crisis of power cuts and their impact on the daily lives of citizens.

 

He added that engineers and officials of the General Electricity Company confirmed that the electricity crisis "was caused by the shortage of fuel to power plants from oil and diesel", denying that the company was having technical problems.

 

Belaihak said the interim government has provided two tankers of diesel fuel, and more than four tankers will be provided over the next few days for the oil port tanks, according to the recommendations of specialised engineers.

 

This is to ensure that gas will be available for the power plants instead of supplying large quantities of diesel fuel.

 

The interim government appointed by Parliament is allied with Marshal Khalifa Haftar, whose forces Libyan National Army (LNA) control the eastern region of the country with an iron fist and suppress any desire for freedom of expression and protest or criticism of Haftar.

 

In recent days, residents of Benghazi and several other towns in the east of the country have denounced the mismanagement of the interim government, corruption, the deterioration of services with power cuts, lack of care and the spread of the coronavirus pandemic which has caused many deaths in the region.

 

Haftar-affiliated security and law enforcement forces cracked down on the demonstrators who set fire to tyres and chanted slogans hostile to the parliament and the caretaker government.

 

These demonstrations were preceded by others in the Western region, particularly in Tripoli, to denounce corruption, poor living conditions and lack of access to basic services.

 

The UN Support Mission in Libya (UNSMIL) has expressed "grave concern" regarding reports that one civilian was killed, three were injured, and a number of other demonstrators were arrested last Saturday following reported excessive use of force by eastern authorities against peaceful demonstrators in the city of al-Marj, the stronghold of Haftar.

 

UNSMIL, in a statement on its website, called for "a thorough and immediate investigation" into these incidents and for the speedy release of all those arbitrarily arrested and detained.

 

Last week, there were two separate intra-Libyan talks attended by the two rival administrations -- Tripoli based Libyan High Council of State and the House of Representatives (Parliament) based in Tobruk -- in the Moroccan town of Bouznika and the Swiss resort of Montreux to hammer out a political solution to the Libyan crisis.

 

The United States Embassy in Libya announced on Saturday that Haftar has personally pledged to lift the blockade on oil sites.

 

A statement by the US embassy said as responsible Libyan parties come together in UN-facilitated peaceful dialogue, the U.S. Embassy is encouraged by an apparent sovereign Libyan agreement to enable the National Oil Corporation (NOC) to resume its vital and apolitical work.
