Bamako, Mali, October 4  (Infosplusgabon) - The final version of the Transition Charter put in place after the 18 August coup d'état, as demanded by the Economic Community of West African States (ECOWAS), was published here Thursday in the official gazette.

According to this Charter, the vice-president will not be able to replace the president of the Transition in case of a power vacuum and will only deal with defence and security matters.

In a first draft of the charter, it was mentioned that the vice-president could replace the president of the Transition in case of impediment and that he would have to deal, in addition to the defence and security matters, with rebuilding of the state.

The sub-regional organization still maintains its sanctions against Mali, namely the closure of member states' borders with Mali and suspension of trade and financial transactions, despite the appointment of a Transition president, a retired military officer, and a civilian prime minister.

ECOWAS had linked the lifting of sanctions to the appointment of a president of the Transition and a civilian prime minister, the publication of the final version of the Transition Charter, and compliance with its requirements.
